Destruction of the Payan forest has commenced

We are sorry to have to bring you this news, but it all seems that the final days of the Payan forest have come. Yesterday we noticed that work has started on some of the access roads required for the building activities.

We'll post some photos later this week to document this sad news.

Allegation Friends of the Asturian Nature

Carlos Lastra of ANA (Friends of the Asturian Nature) was kind enough to provide us with the allegation that he presented to secure the protection of the Flora and Fauna that is to be found in and arround the Torollo Lagoon. The document is quite technical, and refers to various studies that were done by biologists from the University of Oviedo. We are in the process of scanning the document and will make it available here.

It also clearly refers to the absense of any Environmental Impact study.

The forest of Payán will completely disappear

If we superimpose the projected growth areas over the current map of the area, one will see that new buildings and access roads will cause the complete destruction of what we now know as The forest of Payán.

Today we presented our allegations to the CUOTA (Commission of Urbanism and Territorial Configuration of Asturias). We will update this news these days.

Added 7 January. We are moving forward bit by bit to present our protest before the Commissioner for the Environment in Brussels.

Rural defense Gijon

A big thanks to our friends of Defensa rural de Gijon for the inclusion of our web on their page. Like us, they are fighting to maintain rural Asturian life.

Green light for the new PGOU

One of the local newspapers is running a story summarising yesterdays abuse of power by the City council. Two interesting issues are raised. The development plan that was approved yesterday leaves some important questions unanswered, like how the new development areas will be accessed by road.
One of the opposition councilman asked why only 5 percent of the allegations were finally accepted, and why 70 percent of this 5 percent were allegations made by real estate and building companies. It seems that the new plan only covers particular (private) needs and never general interests. No answer was provided to either two.

Oviedo approves PGOU without answering allegations

According to the Voice of Asturias [lavozdeasturias.es] of today.

Although none of the groups that presented allegations to the revision of the PGOU received any reply sofar, the new development plan will be be approved today by the plenary session. Over a thousand signatures were collected to re-emphasize the point we were making to the City council.

None (!) of the allegations have counted with the approval of the editors of the plan. This is a definite abuse of authority, as the plan will receive its go ahead without any of the allegations even being answered.

We will be looking to see how we can forward our protest to the European Commission.

Photos from San Claudio

This picture was taken from "el Velovio", a rural area towards the East of San Claudio. This area is one of many that will disappear because of the new development plans.



San Claudio, together with Colloto are affected the most by the new PGOU.

Debating the allegations to the PGOU

The municipal government of Oviedo has brought the celebration of the extraordinary commission that will debate the report of allegations of the PGOU forward.

The opposition will have little time -from last Tuesday (26 October)- to study the report containing provisional resolutions for close to a thousand allegations presented by individuals and groups.

First unofficial reply to allegations PGOU

Today's paper the Voice of Asturias informs that none of the alegations that were presented to the proposal were accepted. They (City Hall) state that we are limiting the growth of Oviedo with a very restrictive interpretation of applicable law. Their interpretation on the other hand is on the far other side of the scale.

San Claudio is a rural area about six kilometers from Oviedo.

Oviedo has enough grounds within the current City limits to be able to absorb the growth that is foreseen, eventhough there are lots of reasons, demographical, statistical, market, that raise serious doubts about the rigour with which the projected growth was calculated.

As the growth numbers are not serious and the location of the new growth areas can only be seen as discriminative and without reasoning, we see this development as purely speculative.

If these plans go ahead, it will mean the end of rural life in arround Oviedo in the mayority of cases.

Eurodeputy David Hammerstein asks questions in the European Parliament regarding the proposed urbanistic plans in San Andrés. Representatives from the community want the European Authorities to investigate if these plans comply with European legislation.

Thousands sign protest against new development plan

Thousands signed protests against the proposed zone development plan prepaired by the town planning committee. More than 3000 alegations were received from people living in Fozaneldi, San Claudio, Colloto and Las Campas.
The Municipal Council will need to sign off the plan before its entry into force.
